I attach copy of a minute I wrote in 1895
on the subject of the collections in the Harbour Office (C. S
0. 1083 of 1895,
Maril 1895.
From this it will be seen that I suggested
the appointment of a Shroff to be paid out of Board of Trac
monies.
This minute together with my letters to the
Board of Trade of 10th. June and 20th, September last clearly
show that the shroff in the Harbour Office is employed in
dealing with large sums of Board of Trace money.
He draws his pay entirely from Colonial
funds, and is not secured in any way as regards Board of
Trace monies.
On assuming the duties of Harbour Master,I
appointed a shroff to collect Board of Trade onies, as I did not think it right that the responsibility of dealing
with these monies should rest on a man who was not secured
and who drew his pay from Colonial funds.
I reported the matter at once to the Board
of Trade and I can only hope that under the circumstances
the Imperial Government will see its way to paying the sum
of $90 expended during my term of office.
